IIT Bombay and the Latur Earthquake Rehabilitation Program

The involvement of IITB in the post-disaster management of the Latur earthquake (1993) was no less than that with the recent Bhuj incident. The Government of Maharashtra appointed IITB as a consultant and sought technical services for the Project Management Unit of the Maharashtra Emergency Earthquake Rehabilitation Program (MEERP). The duration of the project was over 3 1/2 years (extending from November 1994 to June 1998), while the outlay was about Rs 138 lakhs. IITB was involved with various facets of the rehabilitative activities. Some of the major contributions made by IITB are enlisted below.

·Helped identify beneficiaries eligible for quick disbursal of funds.
·Provided guidelines for repair and strengthening of non-engineered  buildings damaged by the earthquake.
·Assessed and certified the new houses constructed at Killari and  Sastoor.
·Prepared aseismic designs for traditional tribal houses.
·Implemented a "Pilot Strengthening Program" to demonstrate the benefits of  adopting techniques  for strengthening of houses at the  construction  stage
·Contributed to preparation of manual on earthquake  resistance, construction and seismic strengthening of nonengineered  buildings.
·Conducted comprehensive earthquake-awareness programs to over 3000  engineers/architects at affected district headquarters.

The rehabilitation program was of gigantic proportions and the need to bring quick succor to the large local population was an urgent one. The technical support provided by IITB - through the adoption and dissemination of the appropriate technologies as well as engineering guidelines - helped appreciably towards realizing the objectives of MEERP. The project was executed by the Civil Engineering Department faculty with Prof B S Pani as the co-ordinator. The other participants were Profs. A Mukherjee, R Ranganathan, T Kant, K M Bajoria, R. Y. Soni, Y M Desai, R S Jangid, and N K Bairagi.
